Assistant Regional Director

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Assistant Regional Director. The primary duties of this position are: Performs as acting Regional Director in the absence of Regional Leadership with primary line supervision of the Regions Power Operations, Engineering Services, Natural Resources, Security, Safety and the operation of the Phoenix and Lower Colorado Dams Area Offices. Plans, organizes and directs the operations of the offices and assigned programs (listed above). Determines program goals, objectives, and priorities; allocates resources and delegates authority and responsibilities. Leads and implements Region's strategic plan focused on organizational improvement, including accountability for metrics, milestones, and measures. Leads policy development and implementation. Serves as a member of the Regional Director's key management team and represents the Regional Director in meetings, conferences, and public appearances. Develops and maintains effective working relationships with internal customers, water and power contractors, and other stakeholders. Supervises and manages the majority of programs through subordinate managers. Ensures effective teamwork, honors merit principles, and leverages diversity. Interprets Reclamation policy for offices managed in areas such as operating guidelines and program priorities and ensures their information is communicated down through the organization. Develops plans for major organizational changes that have considerable impact on key positions, operating costs, and traditional work methods. Develops and maintains working relationships with various parties including helping to resolve any conflicts within their respective directorate, other offices and divisions, other Reclamation offices, and with other Federal and state agencies. Job Description: This position is responsible for the management of design for assigned transmission generation tie lines for Wind, Solar, and Battery Energy Storage, and for stand-alone transmission line projects. Responsibilities: The Transmission Line Principal Engineer works in the Engineering & Construction (E&C) Group and is responsible for managing the design of transmission line projects from conception (Early Stage) through construction and commissioning (Execution). Does not self-perform design. Line design is performed by engineering consultants under the direction of the Transmission Line Principal Engineer. This role is limited to the transmission line. Others manage substation design, power systems analysis, protection and control, etc. In the conceptual phase, the Transmission Line Principal Engineer works with the Early Stage Project Manager to define and influence the project requirements and scope with the Development Group. Projects can begin as FERC 1000 competitive transmission project proposals, or as greenfield projects for NEER affiliates. The Transmission Line Principal Engineer must secure engineering consulting resources from a list of approved suppliers by developing a scope of work, securing bids, evaluating, and awarding work through NEER’s Integrated Supply Chain (ISC) Group. The Transmission Line Principal Engineer must coordinate with other project stakeholders to develop and secure a route, support the engineering data, and permits necessary to design and build the line, including geotechnical and lidar data. Activities include competitively sourcing, selecting and contracting geotechnical, survey, engineering, and construction services, and supporting the E&C Cost Estimating Team with scope assumptions. The Transmission Line Principal Engineer is responsible for coordinating the engineering deliverables in support of competitive proposals, as well as design and construction of projects. Deliverables include Issued for Bid, Issued for Procurement, Issued for Construction, and As-built drawings, design criteria, and contributions to proposal documents (RFP). While guides may specialize in one area, they are expected to support and cross-train in other disciplines. We have one of the most comprehensive guide training programs in the area. Candidates with less than 2 years of previous river guiding experience are required to complete our Guide School (at their own expense), or prove they possess the required technical skills. Guides will instruct and lead outdoor trips, assist in river launches, retrievals, shuttles, and transportation to/from Las Vegas hotels. Responsibilities will include maintaining and cleaning equipment, and coordinating logistics. Qualifications: Applicants must be outgoing, enjoy entertaining and educating a diverse audience, confident in a leadership role, and have a passion for nature. In addition to a working knowledge of the natural history of the area, qualified applicants must also have excellent interpersonal skills and the ability to entertain the clients. Strong communication and public speaking skills are a must. Experience with multi-day camping and desert travel is important. Must be willing to work long hours in harsh environments, be physically fit, and able to lift 50+ lbs overhead. Guides must demonstrate solid work ethic, possess high standards, and be patient, detail-oriented, and extremely organized. Qualified applicants must be able to make proper decisions quickly and work calmly in tense or chaotic situations, and be efficient within a team. Preference will be given to those with WFR, WEMT, ACA or BCU Rescue certifications. You must act in a professional manner at all times, and dress according to your job function. Two years previous guiding experience on fast moving water is highly desired. Applicants with no prior guiding experience can gain the necessary skills by enrolling in our Guide School (additional fee). Scholarships may be awarded to qualified applicants. Complete a Daily Report for each day of on-site construction activities. At end of each week, upload reports to the CM software program In addition to the daily reports described above, provide a brief email at the end of each day when construction took place summarizing the day’s work. Include a minimum of three photos with the daily email. Take appropriate photographs and include them in the daily logs with legends, dimension notes, and descriptions of what the photograph entails. Ensure appropriate photographs are taken of items that will not be seen later, such as re-installation of wood siding, replacement of roof tiles, window installation and repair, etc. Provide descriptive names for the photographs. Monitor Construction Contractor compliance with Accident Prevention Plans (APP) and applicable safety requirements. Document safety issues on CMR Daily Log. Review and verify Construction Contractor’s project record drawings are updated to reflect changes on a weekly basis, document the review in progress meeting notes.
